A fire cannot occur under any of the following conditions:
Absence of an essential component for combustion.
Inadequate ratio of combustible material to oxygen to form a combustion system.
The available heat source is insufficient to ignite the combustion system.
The heat source is not available long enough to ignite the combustion system.
It is possible to determine different causes of fire that result from different optimal combinations of combustion systems and heat sources necessary for a fire to occur. Fire prevention and limiting the spread of fire is achieved by taking action on combustion systems and heat sources to avoid conditions under which a fire may occur. Proper design and planning of buildings is important in fire safety.
